I took a look at the online version of the owner's manual for your 2018 Jeep JK Wrangler Unlimited and it looks like on page 318 it states that you can either tow your vehicle with all 4 wheels on the ground or all 4 wheels off of the ground. For D-ring adapters # RM-035 you have to go by what they fit. First measure the D-ring mounts on the bumper. If they are 3/4 inches fit then the adapters will fit around them. Next measure the diameter of the hole in one of the D-ring mounts. If the hole is either 7/8 inch or 1 inch in diameter you can use these adapters. But you also have to check with Jeep or the bumper manufacturer to determine if the bumper is rated for flat towing. Not all of them are.

As a safety feature, brake controllers should be powered by a constant 12-volt supply via a direct connection to the vehicle's battery. This is purposely done so there's no chance of the user forgetting to turn on the controller before towing.
